Impact v. Effort Matrix — Decision-Making Tool

This tool provides a framework to assess the potential impact of a Human Capital strategy in order to determine if the necessary effort (i.e., time, resources, planning, etc.) will deliver the desired result.   States can use this to select and prioritize which human capital (HC) strategies they should pursue.
